Town Manager

The Town Manager serves as the chief executive officer for the Town, supervising day-to-day operations. He also serves as the Town’s Budget Officer.

A native of northeastern North Carolina, Town Manager Peter Rascoe has career experience in public administration with federal, state, and local government agencies. Prior to coming to Southern Shores he served as County Manager and previous as County Attorney for Chowan County, North Carolina. Prior to entering public administration, Mr. Rascoe practiced law in Edenton, NC (included serving as Town Attorney for the Town of Columbia, NC), served as an Associate Attorney General with the NC Department of Justice, served as an Associate General Counsel with the U. S. Department of the Navy’s Office of General Counsel, and returned to Edenton to serve as Northeastern NC Office Director of the Historic Preservation Foundation of NC. He is a graduate of North Carolina State University with a Bachelor of Arts in History, and is a graduate of the University of South Carolina School of Law with a Juris Doctor degree. He currently is a licensed attorney in good-standing with the North Carolina State Bar, and in 2013 retired as a Commander after three decades of service in the United States Coast Guard Reserve. From 2005-2011, Mr. Rascoe served two terms as a Trustee on the Board of the NC Clean Water Management Trust Fund representing northeastern NC, and being the only Trustee serving by consecutive appointments of both the NC House of Representatives and the NC Senate respectively. Mr. Rascoe is active in the civic affairs of the Outer Banks community representing Southern Shores, currently serving on the Government Affairs Committee of the Outer Banks Chamber of Commerce, the Board of Directors of the Coastal Studies Institute Foundation, the Board of Directors and past Co-Chairman of the Children and Youth Partnership for Dare County, the Board of Directors of the North Carolina Coastal Land Trust, and the Board of Directors and a Past President of the Kitty Hawk Rotary Club. He previously served as the Dare County representative on the Museum of the Albemarle Board of Directors, a Board member and Vice-President of the First Flight Society, and a Board member of the Outer Banks History Center Associates.
